I was told that you should disconnect you brake lights before launching you boat. Is this true?

Yes, you should dis-connect your lights when launching your boat. The reason is to prevent the bulbs from cracking due to them being hot and the potential for water to contact the bulb.

Yes, Danwv is correct. You could also switch to the new led style lights.

Hot bulbs in cold water do not react well -- they blow! The new LED lighting eliminates this problem, and the lights are considerably brighter. It is an easy retrofit to change all your lights to these:
