When your outboard is hard to start or won’t start at all, the first thing to check is if there is sufficient fuel. Next, the starter is the likely culprit. If it engages, however, move on to the next suspect, the solenoid. Boat solenoids should click when the key is turned to ‘Start’. Use a voltmeter to measure the voltage at the solenoid.
